The Solidarity Coalition was formed in 1983 by concerned British Columbians who opposed the restraint policy of the Social Credit government. The People's Commission for Social and Economic Policy Alternatives, composed of four commissioners, emerged out of this Coalition and held public meetings throughout B.C. in the fall of 1983 to disseminate information and provide a forum in the hope of creating a popular opposition. Renate Shearer attended Ohio State University where she received her B.Sc. in Social Administration in 1953. Shearer then worked as a practicing social worker. In 1970 she became a community worker with the YMCA and, in 1972 became its Director of Branch and Area Development. From 1975 to 1981 Shearer served as Social Planner for the City of Vancouver.
